Policy Developer - Marine Scotland Crown Estate Strategy Unit

The Organisation

The Crown Estate Strategy Unit has responsibility for development of strategic policies for the management and revenue of the Scottish Crown Estate, implementation of the Scottish Crown Estate Act reforms, co-ordination of the Stakeholder Advisory Group on Crown Estate and other stakeholder engagement and sponsorship of the public body responsible for managing the Scottish Crown Estate assets – Crown Estate Scotland.

The Scottish Crown Estate: The Scottish Crown Estate is a collection of ancient and more recently acquired rights, functions and assets owned by the Monarch. The functions include management of rights to the seabed, including leasing for offshore windfarms out to 200 nautical miles, rights over approximately half the foreshore around Scotland, and urban and rural property. The total capital value of Scottish Crown Estate assets was estimated to be around £426.2 million in March 2020.

To support this work, a stakeholder advisory group was established which includes representatives from all key sectors with an interest in the Scottish Crown Estate.

The Unit is focussed on the implementation of the final sections of the Act which includes preparation for the Transfer and/or Delegation to a New manager of a Scottish Crown Estate.

 

The Role

Crown Estate Strategy Unit is offering the opportunity to be involved in the implementation of a key piece of legislation relating to management of Scottish Crown Estate assets and to get experience of policy development. We are currently in the latter stages of implementing the final commencement order of the Scottish Crown Estate Act 2019, which will put into place the system for transfer and delegation of Scottish Crown Estate assets. This will enable communities to be further empowered in local decision making and will complement the existing management options for Scottish Crown Estate assets.

We could provide the intern with the opportunity to be involved in the fine detail and policy work:

  • contribute to process maps to identify the most appropriate and efficient pathways to deliver elements of the Transfer and Delegation  process
  • establishing arrangements for grants and loans
  • establishing the websites landing pages to deliver detailed Transfer and Delegation material and advice for prospective new managers.

Specific duties would include, but not necessarily be limited to;

  • Assist in the development of process maps to ensure they clearly outline the transfer and delegation (T&D) process
  • Review the assets to be included as part of the T&D process
  • input into the design of the T&D website and to liaise with CES specialists on this (deliver September launch).
  • To contribute to 4-weekly briefings to the Stakeholder Advisory Group for Crown Estate (SAGCE)
  • Assist in the rapid assessment of the group’s membership, developing a bio for each person in the group - indicating their areas of expertise
  • Design and deliver a programme of dates for the 6 monthly meetings between SAGCE members and CESU
  • Design, Develop and Deliver a welcome letter outlining the new T&D process

The Candidate

Essential experience:

  • Must have studied or be currently affiliated with a MASTS or Scottish Blue Carbon Forum organisation.

The SBCF partners are University of St Andrews, University of Stirling, Heriot Watt University, Nature Scot, University of Glasgow, Edinburgh Napier, SAMS, SUERC and the Lyell Centre.

  • Strong written and verbal communications skills with ability to produce clear and concise written material
  • Good planning and organisational skills and ability to prioritise tasks and meet deadlines
  • Ability to work with internal and external colleagues to deliver successful outcomes
  • Ability to work from home and independently
  • Ability to work on a fast-paced multicultural environme
  • Competent in the use of IT systems such as Microsoft Office

The position will be predominantly remote working but and if restrictions allow then there is the potential for some meetings in the Scottish Government Building in Victoria Quay. There might also be the need to travel to Glasgow for COP26 depending if they are helping with COP26 work.
